The Indian Bureau of Mines (IBM) came into existence on
the 1st March, 1948
as a consequence
of the recommendations of the National Mineral Policy Conference. From a small beginning as a purely advisory
body, the IBM has emerged into a premier National Organisation dealing with
practically all aspects of the country’s mining and mineral industry;
fulfilling the dual role of enforcing statutory provisions as well as engaging
in various development activities. In
fact IBM has completed over 55 years of its existence and dedicated service to
the nation towards mineral conservation, systematic development of minerals,
environment protection and welfare of mankind.
FUNCTIONS
With the expansion of mining industry and gradual
adoption of updated technology in large mines, the functions of IBM were
reviewed in 1966 and thereafter in 1981. The responsibilities and activities
of IBM are guided
by a 12 point organisational charter laid down by the
Government of India in 1981. A significant addition to its charter
was made in 1987 when responsibility of approval of mining plans and mining
schemes was entrusted to IBM on behalf of the Central Government. The IBM’s
role in updating the national inventory of mineral resources has further been
stressed in the National Mineral Policy enunciated in March, 1993. The role of
IBM in the protection of environment has also further been strengthened by the
notification under Environment (Protection) Act 1986 and Environment
(Protection) Rules 1986 as well as in the Mineral Conservation Development
Rules, 1988.
Having
regard to changing scenario in the mineral sector in the wake of liberalisation
of policy, concern of environment protection and ensuring systematic and
scientific mining, the mandate for IBM has been further revised in the year
2003 vide Resolution notified under Gazette of India No. 22.03.03 No 12 Part-I,
Section I, Page 430, 431 (Hindi), 482, 483 (English) as indicated below:-
- To promote
systematic and scientific development of mineral resources of the country
(both on-shore and off-shore).
- To approve
mining plans, schemes and mine closure plans having regard to conservation of minerals and protection
of mines environment.
- To collect,
collate and maintain database on exploration, prospecting, mines and
minerals and to bring out publications/bulletins highlighting the problems
and prospects of mining industry.
- To play a
pro-active role in minimizing adverse impact of mining on environment by
undertaking environmental assessment studies on regional basis.
- To conduct suo moto techno-economic
field studies in mining, geology, mineral processing and environmental
aspects including analysis of ore and minerals and to promote R&D
activities in these areas.
- To provide
technical consultancy services on promotional basis within the country and
abroad in the field of mining, geology, mineral processing and
environment.
- To provide
training to the scientific, technical and other cadres of the Department
and persons from the mining industry and other agencies of human resource
development.
- To advise
the Government on matters in regard to mineral industry, relating to
environmental protection and pollution control, export & import
policies, trade, mineral legislation, fiscal incentives and related
matters.
- To promote
awareness about conservation, systematic and scientific development of mineral
deposits and protection of environment including restoration, reclamation
and rehabilitation of mined out areas through exhibitions and audiovisual
media.
- To promote
and monitor community development activities in the mining areas.
- To
undertake any such other activity as may become necessary in the light of
the developments in the field of geology, mining, mineral beneficiation
and environment
ORGANISATIONAL SETUP: -
The IBM with its headquarters at Nagpur,
has 3 Zonal offices located at Ajmer for North Zone, Bangalore for South Zone and Nagpur for Central Zone, and 12 Regional and 2 sub-regional Offices are located at Ajmer, Dehradun, Udaipur (under North Zone); Bangalore, Chennai, Hyderabad, Nellore (Sub-Regional Office), Margo (Goa)
(under South Zone); Bhubaneswar, Kolkata, Guwahati (Sub-Regional Office), Jabalpur, Nagpur, Ranchi (under
Central Zone). Apart from the Modern Mineral Processing Pilot Plant and Laboratory constructed with the UNDP assistance at Nagpur, two Regional Ore Dressing Laboratories and Pilot Plants are in operation at Ajmer and Bangalore. The bureau has a magnificent

ACTIVITIES
IBM undertakes systematic inspection of mines for
enforcement of provisions of Mineral Conservation and Development Rules, 1988
(MCDR’88). The inspections and studies of mines not only enable IBM to monitor
the activities of the mines but also leads to on the spot discussion and consultation with the mine
officials on issues of importance such as requirement of further
prospecting/exploration, mine development, mineral reject utilisation, waste
dumping practices, protection of environment in mines, community
development, etc.
Due to the introduction of concept of mining plan, there
is lot of improvement in conservation of minerals, systematisation of mining
operations and protection of environment in mining areas. This has not only
compelled mine owners to pay attention to the neglected aspects of advance mine
planning and due thought to mine design layout, but also provided valuable and
comprehensive documentation of important mining, geological and environmental
data on mine wise basis for the first time in the country. The Central
Government have recently amended Mineral Concession Rules, 1960 vide
notification No. GSR 329(E) dated 10.04.2003 and the Mineral Conservation and
Development Rules, 1988 vide notification No. GSR 330(E) dated 10.04.2003. As
per these amendments all the existing mining lessees are required to submit
“Progressive Mine Closure Plan” along with prescribed financial sureties as
well as “Final Mine Closure Plan” one year prior to the proposed closure of the
mine. The notification also enumerates that the “Progressive Mine Closure Plan”
and the “Final Mine Closure Plan” should be in the format and as per the
guidelines issued by the Indian Bureau of Mines.
A new relational database system to closely
monitor all the activities on conservation aspects, scientific development and
environmental protection control measures in the mines, a Indo-French
collaborative project on “Technical Management Information System (TMIS)” with
the assistance of BRGM, France, was commenced in Nov., 1998 and successfully
completed in March, 2001. Under this project 16 computer centres have been
developed in different Zonal and regional offices of
IBM located in 12 cities, equipped with recent generation of computer
equipment. All centres are connected by local and wide area network. In all 44
IBM personnel were trained in different aspects of computer systems and
software development in
India
as well as in
BRGM, France. Experience gained in handling the latest version of the database
the project has enhanced IBM’s capabilities in offering the services to develop
software for other activities of IBM as well as for development of similar
database for mineral rich states of the country.
Preparation of Mineral Maps and the Inventory of Mineral
Resources is an important function of IBM. The National Mineral Inventory
provide access to the latest information on mineral resources available for
exploitation and or detailed exploration for future planning, formulation of
mineral policies and augmentation of the production of mineral resources. IBM
updates mineral inventory once in every five year. Presently, NMI as on
01-04-2000
for 64 minerals have been
updated and updation as on 01.04.2005 have been
undertaken. IBM has prepared/updated Mineral Maps of important minerals,
leasehold and freehold areas along with forest overlays. These maps become
useful adjuncts to the inventory of mineral resources and helpful in a better
appreciation of the available resources in planning for detailed exploration.
The United Nations Economic Commission along with the Council of Mining and
Metallurgy Institutions have in Nov., 1999 agreed on a new classification for
mineral resources, taking into account several parameters like economy,
feasibility and geology. Now the entire National Mineral Inventory is being
converted from the Indian system of classification of mineral resources to the
United Nations Framework Classification (UNFC) System which is independent of
language & differences in perception as well as understandable across the
world. The application software
developed with the guidance of BRGM of France, is
being utilised for implementation of UNFC to National Mineral Inventory.
IBM is a leading research centre for mineral processing
in
India
, undertakes
laboratory and pilot plant ore dressing investigations
supported by sophisticated chemical and mineralogical studies. It
has a strong R&D base for providing answers to the problems of mineral
processing & beneficiation and these studies are carried out on charge
basis as well as on promotional basis on various low grade ores/minerals,
except atomic minerals. The Modern Mineral Processing Laboratory and Pilot
Plant set up at
Nagpur
with the
assistance of UNDP is a milestone in mineral processing and ore dressing in the
country, and is yet another step towards providing state-of-the-art technology
to the mineral sector. With these facilities, it is capable of development of
process know-how, reagent development, investigations for developing flow sheets, for possible utilisation of low grade, complex,
marginal and sub-marginal resources which are the future sources of supply of
minerals. It also has Environmental Analysis Laboratory for qualitative
analysis of water/air and other effluents from mines and mineral based
industry, which has been recognised by the Central Pollution Control Board.
Mining Research is an area where IBM has got a major role
for providing the development of mining industry through optimum exploitation
and resource conservation. It carries out applied mining research on
various aspects of mining with a view to help the industry
in systematic development of mines, improvements
in productivity and to achieve sustainable
development by adopting state-of-the-art environmental management systems.
It also undertakes industry sponsored assignments on environmental and
rock mechanics aspects, on charge basis. It has tuned its capabilities keeping
in view the growing technological needs of the industry. A joint Indo-French
collaboration project on “Development of Application Techniques in Relation to
Environmental Management in Mines and Waste Recoveries” has been completed in
association with BRGM, France. This project has enhanced IBM’s capabilities to
assess existing potential impacts of mining operations and finding mining
site-specific solutions, which commensurate with acceptable level of
environmental impact and continual economic operational needs, technical,
legislative and socio-economic conditions in
India
. It has
developed state-of-the-art equipment and expertise to take up any jobs relating to environment management in mines, including preparation of Regional Environmental Impact Assessment
& Management Plans, Risk Assessment & Disaster Management Plans,
Environmental Auditing and Blast Vibration Studies.
IBM provides consultancy services on attractive terms to
the mining industry in surveying, exploration, geology, mining, mineral
processing and environment related issues within the country and abroad. It
offers consultancy services to large as well as small mine owners. The
activities of this division helps the mine owners in systematic development of
their mines, formulation of their production plans, better utilisation of
mineral resources available in the area, to take investment decisions for
implementation of new projects and to obtain
financial assistance from the financial
institutions. The specialised services are offered in (i) productivity study of mines (ii) techno-economic survey
of mineral properties (iii) production planning and grade control on given
process parameters and (iv) general consultancy for supervision and management
of mining and allied work. It is well equipped with trained personnel and
latest software facilities for deposit evaluation, project costing and
financial analysis and for the survey works, etc.
A number of assignments have been handled by IBM and with
the facilities; capabilities and expertise available can handle any type of
assignment in the key areas like exploration, exploitation, beneficiation and
environment within the country as well as in the international field comparable
to the reputed international consultants.
IBM provides information support and advisory
services to the Government and Mineral Industry especially
on issues like mineral policy, marketing,
specifications and uses of minerals, mineral legislation, inventory of mineral
resources, mining leases, and taxation, etc. Moreover, it disseminates latest information on mineral industry, collected through statutory as well as
non-statutory sources, through its flag-ship publication `Indian
Minerals Yearbook' and number of other publications.
IBM functions as the Nation's Data Bank on Mines and Minerals.
It has been recognised as one of the sub-systems of the National Information
Systems of Science & Technology (NISSAT). It is responsible for
collection, compilation, analysis, interpretation and dissemination of
statistical information on various economic activities on mines and minerals.
It caters to the needs of the Central and State Governments, Planning
Commission Central Statistical Organisation, Research &
Educational Institutions, United Nations and other foreign organisations
and private agencies. For quick efficient storage and retrieval of data and
information, state-of-the-art both software and hardware facilities are
available at Headquarters and Regional/Zonal Offices.
Besides, IBM brings out publications of varied interest
on minerals and mining technology for the benefit of the mining industry in the
form of regular publications, Monographs and Bulletins. Indian Minerals
Yearbook is a major publication with wide and established readership, which
gives a synoptic view of the silent developments relating to a wide spectrum of
events in the mineral industry in
India
in a year. It
has a printing Press with both composing and printing units - capacity of
Printing Press is 2 million page impressions per year.
IBM
imparts training to its officers and staff, personnel from other organisations
i.e. State Governments, Public Sector Undertakings (PSUs),
Private Mines and also to Foreign Nationals from developing countries in
mining, geological, mineral processing, environment and related topics. The
training centre has a modern auditorium having covered area of 190 sq.m. and seating capacity of 90; equipped with latest
audio-visual and public address systems.

GENERAL
The Controller General
is Head of Indian Bureau of Mines and is responsible for direction, monitoring
and control of five divisions namely Mines Control & Conservation of
Minerals Division, Ore Dressing Division, Technical Consultancy Division,
Mineral Economics Division, Training, Mining Research & Publications
Division, besides the Administration division. The Department has three Ore Dressing Laboratories and Pilot Plants at Nagpur, Ajmer & Bangalore and
12 Regional Offices located at Chennai, Bangalore, Ajmer, Udaipur, Dehradun, Ranchi, Goa, Kolkatta, Jabalpur, Bhubaneswar,
Hyderabad & Nagpur Regional Office and two
Sub-Regional Offices located at Guwahati & Nellore. He has
responsibility for administration of Mineral Conservation and Development Act
in the Mines of Ferrous, Non-Ferros and Industrial
Minerals. He renders advice to the
Government on all matters relating to Mining and Mineral Industries including
formulation of policy and programmes for exploration and development of Mineral
deposits, policy for import of minerals and metals, grant and renewal of Mining
Leases, fixation of rent, royalty and cess, minimum wages, legal cases relating
to Mineral Rights, matters connected with exploration and exploitation of

CHIEF CONTROLLER OF MINES
Supervising and co-ordinating the work
pertaining to the entire Mines Control & Conservation of Mineral Division
(MCCM) and he is responsible for the achievements of the target set for the
division. Guiding the officers of the
division in technical and administrative aspects of their work. To issue directives for maintaining uniformity
of approach, adoption of clear cut objectives and monitor and supervise the
work of all sub-regional, regional and zonal offices of MCCM Division. To examine and process the revision
applications against the order issued by the sub-ordinate officers. To ensure uniformity of approach by all regional
Mines Environment and Mineral Conservation Week Committees etc.
To assist the Controller General, IBM in
the various technical and administrative matters and give advise on policy
formulation, project implementation of various activities of the department.
CONTROLLER OF MINES
The post of
Controller of Mines (COM) is the third highest post in Mining Discipline in
IBM. There are 5 sanctioned posts of COM
in IBM. 3 posts will fall vacant in the
year 2005-06. The COM are responsible in
supervising inspection of mines for systematic development of mines,
conservation of minerals and protection of mines environment under the Mines
and Minerals (Development and Regulation) Act, 1957 and rules made there
under. To prefer court complaints for
violations of Mines and Minerals (Development & regulation) Act and rules
made there under. To inspect and to
collect the samples under Environment (Protection)Act, 1986. To advise the mine owners on the adoption of

GEOLOGY DISCIPLINE:
CHIEF MINING GEOLOGIST
Planning and Programming of the mineral
conservation & Development studies/ inspection of mines and Technical
guidance to Mining-Geologist of MCCM division including GM&MM Cell in
relation to geological activities and the overall activities of the
Department. Periodic visits to the field
/ Regional / Zonal Offices to render guidance to the
Mining Geologists & inspection of mines as & when required for
enforcement of MCDR. Co-ordination in
dealing with important aspects of mineral conservation arising out of various
IBM inspections/studies and also emanating from mine owners, exploration and
development agencies of State & Central Govt. and NRIs / MNCs. To act
as Nodal officer in respect of monitoring of reconnaissance/prospecting
operations over large areas & co-ordination with State Governments in
relation to acquisition & dissemination of data as per provisions of the
rules. Organise special studies to be
carried out in relation to specific references received i.e. Ministry's etc.
Monitoring environmental & ecological

SUPTDG. MINING GEOLOGIST
To assist Chief Mining Geologist in
Planning & Programming of the mining geological activities of the MCCM
Division in relation to the overall activities. Periodic visits to the field to render guidance to the officers. Carrying out to the MCDR inspections/studies
for enforcement of MCDR-1988. Organise
special studies to be carried out in relation to specific reference received in
the respective zone. Finalise the mining
geological study/inspection reports emanating from the Zonal offices and follow-up action. Supervise
the preparation of mineral maps at the Head Quarter and also preparation of
National Mineral Inventory in respect of leaseholds on regular basis. To examine / inspect geological and
environmental / ecological aspects of mining plan/scheme and to furnish
comments on the same.
REGIONAL MINING GEOLOGIST
Assisting CMG/SgMG in finalising the programme of work (geological aspects) in respect of Zonal/Regional offices. Co-ordination of the Annual
Programme of Mining geologists of Regional/Zonewise for initiating necessary action in terms of mineral conservation and
development aspects. Supervision and technical guidance to Mining Geologists in
execution of their work i.e. integrated geological studies and MCDR inspections
and follow-up action. Supervise
preparation of National Mineral Inventory of Leaseholds on regular basis.
SENIOR MINING GEOLOGIST
Conducting Integrated Geological Studies for
appraisal of mineral deposits and also to undertake MCDR inspection of mines in
any part of the country and abroad. Conducting techno-economic feasibility studies and scrutiny of mining
plan/mining schemes and examination of stopping proposals, and environmental
studies. Periodic updation of National Mineral
Inventory of leasehold areas. Guiding
and supervision the work of such officers who are placed under him.

Conducting Integrated
Geological Studies and studies for appraisal of mineral deposits through
inspection of mines in any part of
India
under the provision of
MCDE. Periodic updation of National Mineral Inventory of leasehold areas. Inspection of Prospecting Licence area and
stopping proposals, mine environmental/Pollution Control; techno-economic
feasibility studies of the deposit and scrutiny of mining plan/scheme,
etc. Guiding and supervising the work of
such officers who are placed under him.
ASSISTANT MINING GEOLOGIST
Conducting special integrated studies and
other studies for appraisal of mineral deposits through inspection mines under
provision of MCDR. Carrying out studies such as mine environmental/pollution
control; techno-economic feasibility studies of the deposit. Periodic updation of National Mineral Inventory of leasehold area.
ASSISTANT DRAWING OFFICER
Incharge of drawing section dealing with
preparation of Mines & Mineral Maps. Tracing jobs & preparation & producing of charts etc. He is directly responsible for proper security
& accounting of classified topo-sheets.
SURVEY OFFICER
Supervision and
the guidance of the surveyor working on various assignments both in the field
as well as in Headquarters with a view to ensure accuracy of the survey
work. Co-ordination to the work of
surveying carried out as a part of the various survey assignments in
progress. Periodical checking of the
survey instruments including attending to their permanent adjustments with to
maintain the survey instruments in efficient working condition at all
times. Identification of repair works
required in survey instruments, arranging for the same and checking of the
repaired survey instruments with a view to ensure that repairs have been
carried out satisfactorily.
MINERAL ECONOMICS DISCIPLINE:
CHIEF MINERAL ECONOMIST
The Chief Mineral Economist is the head of
the Mineral Economics Division. He is
Overall administration of Mineral Economics Division. To guide the officers of ME Division in
effective performance. To advise the
Controller General, Indian Bureau of Mines, on matters related to mineral
policy formulation, mineral legislation; export-import policy, etc. Preparation and release of various
publications of the division like Indian Minerals Year Book, Bulletin on
Mineral Information, Directory of Mining Leases, Market Survey on Minerals and
Metals. Interpretation of Laws related to minerals and advising the Government
on such related matters.
Preparation and Periodical updation of National Mineral Inventory. Attending various Committees like Central
Geological Programming Board, Mineral Advisory Board as representative of
Indian Bureau of Mines and make suggestions for solving problems of Mining
Industry. Periodical revision of royalty
structure and preparation of reports thereof. Analysis of World Mining Laws, tax structure and preparation of reports
thereof.
SUPDTG. MINERAL ECONOMIST (INT.)
To supervise the work of preparation and
periodical updation of National Mineral
Inventory. Conducting Market Survey
studies on Mineral and Metals and Compilation of statistics related to
non-ferrous metals. To supervise the activities related to publication of
Indian Minerals Year Book. To supervise
the activities related to mineral information and advisory services which
includes collection, Compilation and dissemination of data pertaining to Mines,
Minerals and Metals. To supervise the
activities related to Mineral Legislation, Bulletin on Mineral Information,
Mining Lease and World Mineral Intelligence.
MINERAL ECONOMIST (INT.)
Preparation and periodical updation of National Mineral Inventory. The work involves data collection,
compilation, tabulation, processing and scrutiny from different sources,
synthesis, Computer data entry, output gerieration of
deposit-wise inventory and summary output; sale of inventory, classification of
reserves according to end-use; adoption and implementation of international
mineral classification. Preparation and
release of the Indian Minerals Year Book. This work involves data collection from consuming units, exploration
units, ports, railways, beneficiation plants, etc; data processing, tabulation,
scrutiny and preparation of mineral wise reviews incorporating the details of
resources, production, consumption, trade, stock, World review, use pattern,
specification, etc. To conduct market
surveys on mineral and metals which involves data collection by questionnaires
and field visits; data compilation and processing and scrutiny. The various aspects covered in market survey
reports include use patters, industry specification, demand-supply resource
position, consumption pattern, beneficiation and World markets. To collect, compile, process and analyse the
data on mines, minerals, metals and mineral based industries for attending to
the querries from the Government like Parliament questions,
references from ministries and querries from the
general public.
DEPUTY MINERAL ECONOMIST (INT.)
To supervise the work of Asstt. Mineral Economists and Mineral Officers related to
collection, compilation, tabulation and analysis of data pertaining to mines,
minerals, mineral based industries, exploration agencies, etc. for preparation
of notes, reports, reviews, etc. for preparation of various publication like
Indian Mineral Year Book, Bulletin on Mineral Information, Market Survey
Reports, Consumption of Copper-Lead-Zinc, etc; preparation and periodical updation of NMI; for replying Parliament Questions,
Ministry References and querries from general public;
preparation and periodical updation of Directory of
Mining Leases; matters related to Mineral Advisory Board.

MINERAL OFFICER (INT.)
Collection, compilation, Processing and
tabulation of data received from mineral producers, consumers, exploration
agencies, State Directorates of Geology and Mining, State Directorates of
Industries, etc. required for various activities of the Division.
CHIEF EDITOR
The Chief Editor is the Head of the
Publication and printing unit of Indian Bureau of Mines and will be responsible
for planning, co-ordination and guiding of all aspects of publication work,
namely maintenance of Printing and Publication machinery, editing, printing,
distribution and sales and also laying down and implementing high editorial,
printing and reproduction standards for departmental technical publication.
SENIOR EDITOR
To supervise and direct the work of the
Publication unit of the Bureau, undertaking editing of the reports of the
I.B.M. preparation of technical digests, publication of research bulletins,
monographs, etc. and such other technical reports preparation of publicity
brochures, bringing out the quarterly journal of the bureau and such other
publication work as may be considered.

Preparation of layouts, cover designing and
proof reading, control of Bureau's Printing Presses to which the Bureau's
printing indents are passed on, bringing out the monthly, quarterly and annual

DIRECTOR (
ORE
DRESSING)
The Director(Ore
Dressing) is the Head of the Ore Dressing Division in the IBM which has three
Ore Dressing Laboratories and Pilot Plants at
Nagpur
,
Ajmer
and
Bangalore
respectively. He is responsible to hold charge of the Ore
Dressing Division as a whole and for the Planning, direction and management of
the research work of all the three establishments. The work includes investigations on bench and
pilot plant scales on mineral beneficiation, mineral agglomeration,
hydrometallurgy, chemical and instrumental analysis and mineralogical
examination of minerals, ores and ore dressing products. The division also undertakes Technical
Consultancy assignment for the preparation of detailed feasibility reports of
ore dressing projects, investigation of difficulties experienced in commercial ore
dressing plants and suggesting remedial measures etc.

experiment on mineral beneficiation. Experimentation on pilot plant scale

Carry out various experiments on
beneficiation of low grade ores and minerals both on laboratory and pilot plant
scale also chemical and physical operations in connection with the development
of suitable processes involving the usage of mineral raw materials required in
various industries devising techniques for various mineral productions.
ASSISTANT RESEARCH OFFICER
Carrying out such beneficiation operations
in the laboratory of the divisions are required for the formulation of
different flow sheets for the upgrading of various low grade ores and minerals.
CHIEF CHEMIST
To work as an In-charge of Chemical Analysis
Section of Nagpur Laboratory and planning,
supervision, co-ordination and monitoring the work of Chemical Laboratory of
Regional Ore Dressing Laboratory, Bangalore & Ajmer involving Classical wet methods of analysis or ores, minerals & ore dressing
products generated during the test work. Various instrumental methods of analysis of ores and mineral samples and
Environmental analysis of soil mine's effluents and ambient air samples, as per
the guideline of Central Pollution Control Board, Ministry of Environment and
Forest
. Stores requirement, maintenance of equipment, instrument and other
related jobs pertaining to chemical and environmental laboratory.
SUPERINTENDING CHEMIST
To work as Head of Chemical, Instrumental
and Environmental Analysis Section of Chemical Laboratory of Modern Mineral
Processing Laboratory & Pilot Plant. Planning, Supervision, Co-ordination and monitoring the work of
chemical, instrumental and environmental analysis involved in Modern Mineral
Processing Laboratory and Pilot Plant. Undertake the maintenance and repairing work of the instruments in the
Chemical Laboratory.
SENIOR CHEMIST
To conduct, guide and supervise the
analysis of ores and minerals, mineral dressing products and samples by wet
methods and instrumental techniques. To
evolve and standardize analytical methods for rapid and accurate determination
of major, minor and trace elements in the samples, using wet classical methods
and instrumental methods of analysis. Undertake the maintenance and repairing work of the instruments in the
Chemical Laboratory.
CHEMIST
To carry out chemical analysis of ores and
minerals by conventional as well as by instrumental technique. Supervise the work of analysis of ores,
minerals, ore dressing products and environmental samples carried out by the
Assistant Chemist and other junior staff. Undertake the maintenance and repairing work of the instruments in the
Chemical Laboratory. Coordination and
standardization of instruments/equipment using suitable methods.
ASSISTANT CHEMIST
To conduct chemical analysis of ores,
minerals and ore dressing products using classical method and instrumental
methods of analysis. Supervising &
guiding the technical assistants in chemical analysis.
JUNIOR MECHANCIAL ENGINEER
He is responsible for scrutiny and
finalisation of Engineering Drawings pertaining to Mineral processing
equipment’s, layout design drawings and foundation drawings, dismantling of
existing Pilot Plant equipment’s, reassemble, installations and commissioning
of various equipment’s including those of air-conditioning, ventilation, dust
and fume exhaust/control system.

MINERAL ECONOMIST(Stat.)
He is
responsible for developing systems besides planning, supervision, guidance and
control of Mining & Mineral bank set up. He will prescribe the nature of
classified and open type of data and the information to be retrieved from the
computer from time to time. He will also
be responsible for maintenance of Liaison with the computer centre and Computer
Society in
India
and abroad as well as with the National
Information System of Science and Technology (NISSAT) and other four data bases
identified by the NISSAT. He is the
Controlling officer in respect of all officers and staff of Mining &
Mineral Statistics Division, IBM. Attending meetings/seminars as a member of
the various Committees formed from time to time, like Committee on
International Standard Industries Classification, Committee on Agricultural
Commodities for revision of Wholesale Price Index (WPI) and Technical
Monitoring Committee (TMC) on Natural Resource Accounting, Compendium of
Environment Statistics, setting up of Permanent Reconciliation Mechanism for
the coal/non-coal Sector.
DEPUTY
MINERAL ECONOMIST(Stat.)
They supervise
the work of AME(S) Gr.IV of ISS, Statistical Officer Gr.I & Gr.II and Technical
Assistants (Statistics) Gr.I & Gr.II and Ministerial staff and render guidance to
subordinates in official functioning. They are responsible for designing computer
programme for retrieval of data required from time to time, estimation of
computer time for various jobs, watching the progress of respective units of
the Mining and Mineral Statistics like Metallic Unit, non-metallic unit,
Ancillary statistics unit, Foreign Trade Statistics Unit, Co-ordination Unit
and General Administration. They are
in-charge of their respective units and act as Nodal Officer for officers and
staff of the respective Blocks for technical & administrative supervisors
of staff for their respective units. Their duties are designing of computer
programmes for retrieval of data required from time to time, estimation of
computer time for various jobs.

OFFICER GR.I / II
They are responsible
for preparation of economic indicators and review/ notes relating to the above
items. Preparation of index of mineral
production as per norm of Special Data Dissemination Standards (SDDS) laid down
by International Monetary Fund (IMF). Preparation of State-wise Average Value of Minerals by grades for which
royalty chargeable at ad valorem basis not linked to
any international bench mark.Tabulation and
finalisation of comprehensive annual data for the Indian Minerals Yearbook and
other publications, compilation of data on deductible costs for national
income, analysis of data by grade, ownership, captive and non-captive sources,
frequency distribution according to production, processing and analysis of
trade statistics collection. They also render guidance to the Technical
Assistants (Statistics) Gr.I & Gr.II, who are assisting them in their day to day official
functioning.
ADMINISTRATION DISCIPLINE:
CHIEF ADMINISTRATIVE OFFICER
He will supervise and monitor the work
relating to administration and establishment including budget, accounts matter,
stores and legal cell of the Department. He will assist the Controller General
and other senior officers on administrative and establishment matters as and
when required.
SENIOR ADMINISTRATIVE OFFICER
The post of
Senior Administrative Officer is the next higher post in Administrative
discipline. He will be incharge of Administration and Accounts Section of Indian
Bureau of Mines. He will also assist and
advise the Controller General and the Head of Office on administrative and
accounts matters from time to time.
ADMINISTRATIVE OFFICER
To assist the
Controller General, Indian Bureau of Mines, in Administrative matters relating
to establishment and accounts and all other administrative work relating to the
conduct of technical department. To
carry out the administrative, accounts budget and financial work of the
department.
ASSISTANT ADMINISTRATIVE OFFICER
To carry out such
administrative accounts, budget and financial work of the Bureau as are placed
under his charge, to work as Drawing and Disbursing Officer and assist the

He is responsible for handling all
correspondences relating to purchase of equipment and instruments listed in the
Govt. input/UNDP Input in the project document for establishment of Mineral
Processing Laboratory in India.He has to assist in
inviting tenders/quotations for purchase of all equipment’s instruments,
Preparation of comparative Statement, placing of supply orders and making
arrangements for coordinating with other agencies involved in inspection of
these items. He has to make all necessary arrangements for receipt of these
mercenaries/instruments, stock-taking, procurement of spares and accessories and
day to day supplies.
ASSISTANT STORES OFFICER
He is overall responsible for proper
receipts, issue storage, maintenance and accounting of Stores. He will also be responsible for security of
store. He will be responsible for
provision to meet day-by-day requirement of all divisions by placing orders
against Rate Contract or by local purchase. He will arrange disposal of unserviceable stores after observing the
procedural formalities, such as survey reports and write off sanction of the
competent authority.
ASSISTANT DIRECTOR (RAJBHASHA)
He is responsible for vetting the
translation work and supervising the translation arrangements, ensuring the use
of Hindi for obligatory purposes as required by the official languages act as
amended, implementation of the instructions issued by the Ministry of Home
Affairs regarding the progressive use of Hindi for various official purposes,
effective working of the departmental official languages implementation
committees, looking after the research, reference and coordination work for the
increasing use of Hindi in the official work by preparing help and reference
literature, arranging workshop training and giving necessary help and guidance
to the officers/staff for learning Hindi and using it in official work.
